that "milky" look is normally caused by air in the system. Power steering is a self bleeding system and you need to purge all the air out of it so that there are not pockets left. That "milky" look is little air bubbles being released from the lines and pump. take the cap off the reservoir, and make sure it is filled properly, then procede to turn the steering wheel all the way from one side to the other. Max out the steering in each direction and when you cant turn it anymore, pause there for 3 seconds. Do this a couple hundred turns and that "milky" fluid will have bled out.
NOTE: keep a drip pan underneath the vehicle because typically you will overflow out of the reservoir on the end of the turns. (also, keep the reservoir filled because you will lose fluid when it overflows).
